Check your settings as per wolfenswan's first post and use the preview button to check it's recording (you'll have to hit preview in OBS, then alt-tab to Arma, then alt-tab back or all you'll see in OBS's window is black even when it's recording properly).

With Cities Skylines it was related to the windowing mode used by the game. I don't remember having issues with Arma 3 though.
